ENTRY: Amengual Cartel


There was a time in the early 2000's when Nicaragua claimed to be free of large-scale narcotics trafficking. In fact, one of the nation's most brutal counternarcotics operations was carried out under the orders of a military official named Julio Césan Amengual.

   

Along with the country's attorney general, over the first decade of the 21st century a series of prosecutions put many crime bosses out of business. Cocaine export was almost completely eliminated from the country.

But by 2020, another, more sophisticated lucrative business rose in its place. Opiates were the drug of the masses. The WHO called the addiction an epidemic. Julio Amengual's investments transformed the pharmaceutical industry in Nicaragua. By the time he retired from the military, he was simultaneously hailed a national hero and planted the seeds for powerful cartel fit for the modern era.

Julio had three daughters and two sons. The elder son became a lawyer and followed in the footsteps of his father's close family friend, the former attorney general. The second son learned the intracicies of the shipping business, meanwhile, and worked to expand distribution of the all-too-legal pharmaceuticals at their fingertips.

From there, the family expanded in size, influence and power. The head of the cartel eventually fell to the shoulders of a man named Andres Amengual, Julio's grandson, who took on the moniker "El Tiburón" (The shark). His love for the creatures was the inspiration as was the massive shark tank aquariums commissioned by his mother at the various family estates.

Andres was the eldest of three siblings: a sister and brother followed after him. The night he was killed, a neice was caught in the crossfire. He never intended to actually harm the girl. Family was blood, but the Americans wouldn't know that. The threat was his undoing, however. Jay Carpenter called his bluff and killed Andres in cold blood -  likely traumatizing the girl he was trying to save in doing so.
After his death, Andres' younger brother, Zacarías Secada Amengual, vowed to take over the family's business, adopt the moniker of El Tiburón, and seek revenge.

Description

The king of brooding. Kiyohito has a soul that internalizes trauma, processes it and buries it far from the surface. If he was disturbed in the years following a tragic tsunami that killed his parents and little brother, it does not show. His capacity for introversion and introspection is profound, but primarily self-preserving. He carefully considers the significance of his actions. As a result, his personality is very cool and collected. His patience is entwined with wisdom, and he can set aside pride for a time in service for a greater cause. But he is ultimately extremely proud. He will not tolerate insults, but given the circumstance can choose to simply walk away. He can also choose confrontation.

He’s taller than his contemporaries. Lean and wiry. He wears his hair slicked back from his forehead, held there with product. He typically wears business suits, plain ones with solid colored button-downs open at the neck, and a simple silver necklace and matching ring.

He has the power of a Dreamer, and beset with prophetic dreams since childhood. He is unaware of their significance, but suspects they have deeper meaning.

Tattoos

Previously, the full-bodied traditional styles led to horrific liver disease in the older members, as well as marking a man as a criminal, but following the Custody legalization of Yakuza membership, tattoos came back into popularity. Kiyohito has a full sleeve that spans his shoulder, chest and back. The other arm is so far untouched. The design is heavy with lotus flowers set against a swirling artistry of charcoal smoke.

Birth family

His birth family were fishers on a coastal city about two hours beyond the edge of Tokyo. His father worked on a fishing boat. Together, he helped his father haul in the daily catch to market in the hours before school. He helped pack the fish on ice and often watched over the stand while his father haggled deals or returned to the docks. Kiyohito’s favorite part was dissecting the meat to offer samples to passers. His knife skills were remarkable for a ten-year-old, and he dreamed of being a chef in the city someday.

Ayo - a brother 2 years his younger. He was killed in the flood from a tsunami that hit the town.

Adopted family

The day before the tsunami, he served a passing group of Yakuza visiting the market. They clearly had business to handle, but when Kiyo offered the lieutenant a sample of fish, the older man remembered the deftness of his filet skills. Weeks later, when their group oversaw distribution of local humanitarian aid, he came upon the orphaned Kiyohito and remembering him, adopted him for his own.

Haruto - Another orphan boy about three years younger than Kiyohito who was adopted the same day as Kiyo by their new father. He reminds Kiyo so strongly of Ayo, Kiyo has vowed to protect the little brother he once failed. Haruto channeled in self-defense one night while on a job. He inadvertently activated a bomb that destroyed a city building. He survived to run away from the scene, and his power protected Kiyohito from the blast as well, but all others in the radius perished. Kiyo has not seen Haruto since then.

Oyabun - The patriarch boss of a yakuza family. The absolute leader.
Gashira - A yakuza member ranking beneath the oyabun and responsible for seeing that his orders are carried out correctly.
Kobun - The child-like underling that serves the Oyabun.
Kyodai - big brothers in the Yakuza family
Shatei - little brothers in the Yakuza family
Edenokōji - the Yakuza family that rules Moscow and surrounding territories

Korii-kai

The Korii-kai is the strongest yakuza family in Tokyo. Their territory controls all of the city and surrounding districts and membership exceeds numbers that rival the days of peak organized crime in the 20th century.

Kiyohito is a Yakuza who wants to move up, but he has a lot of conflicts inside. He has resisted fully embracing the life, being unwilling to kill in cold blood for instance. He can and will defend those he has swore to serve, but the heat of moment is a farther line than an execution. He currently works as a mid-level enforcer. Prior to coming to Moscow, he collected payments from businesses that owed Korii-kai their monthly debts. He also stamped down trouble when it bubbled up or was a protector overseeing the family’s interests at deals. While he works to prove himself, at the same time, he wants out but knows he can never be out. Nor does not want to abandon the family that gave him the life he has. His loyalty to his adopted father and oyabun runs deeper than blood.

Entry: Yakuza

About

The yakuza have a history dating back to the 17th century in Japan. The first half of their modern history begins after World War II. In the immediate post-war period, the yakuza filled a power vacuum and controlled black markets, gambling, and prostitution. In the 1950s and 60s, they expanded their influence into legitimate businesses such as construction, real estate, and finance. In the 1970s and 80s, the yakuza became heavily involved in corporate racketeering and white-collar crime. At their height, they had upwards of 90,000 members and at least 100 recognized groups. However, among them, three specific groups operated the majority of Japanese control. Their territories did not overlap, but violent conflict arose at the borders or when one group challenged the dominance of another.

In the 1990s, the government began cracking down on the yakuza, passing laws that made it illegal for businesses to have ties with them and for yakuza members to collect "protection" money. This, along with economic factors led to a decline in the yakuza's power and influence.

Modern history and CCD legality

By the 2020’s, anti-yakuza laws were deemed largely effective. Estimated emberships declined from a peak of near 90,000 to a mere 4,000 across the country. The effort didn’t work so much as to dismantle the groups, although their financials were interrupted, but actually by dissuading members from wanting to join in the first place. Prior to these efforts, there was a strategic pro-Yakuza propaganda, published by the Yakuza themselves through movies, magazines and comics that glamorized affiliation. As a result, groups continued to operate in drug trafficking, extortion and money laundering. One law banned members of the Yakuza from owning property, obtain a loan or operate any businesses. Another law made it a crime to even do business with a member of the Yakuza, whether or not the person was themselves affiliated with one of the groups. Public tolerance of the Yakuza dwindled.

Integration into the CCD undid many of these discriminatory laws. As a result, the powers that rose from the ashes became themselves extremely loyal to the Ascendancy, who they view allowed them to retake their proper place. The stirring of a new government in the Dominance re-established Yakuza influence and a new way to organize crime. The very definition of crime was rewritten. Despite their return to prominence, it could be said that it is the CCD that influences the Yakuza rather than the other way around.


Known groups

Korii-kai:
Territory headquarters=Tokyo
This is the largest yakuza group in Japan, with an estimated 44,000 members. It is based in the Tokyo metropolitan area and is known for its involvement in human trafficking, money laundering, politics, and extortion.

Niamatsu-kai:
Territory headquarters=Osaka
This is the second-largest yakuza group in Japan, with an estimated 18,000 members.  It is based in the Kansai region, which includes the cities of Osaka, Kyoto, and Kobe, but it has a strong presence in other parts of Japan as well. The group is known for its involvement in a wide range of criminal activities, including illegal drug trafficking, extortion, and money laundering.

Edenokōji-gumi:
Territory headquarters=Moscow
This is a burgeoning group and one of the first to operate independently outside Japan. They have approximately 750 members in the area. Given there are only an estimated 10,000 Japanese living throughout the entire Central Dominance, membership percentage is respectable. The majority if not all of the Edenokoji live in the greater Moscow area. At an estimated population of about 40,000 million, their footprint is small, but they are known for trafficking black market goods and for being a bridge between other organized crime groups such as the Russian mafia and American cartels.

-kai and -gumi are often added after the name of the group. They generally translate to -society, -association, -gang, or -clan. 


Known activities and affiliations

Unnamed Korii-kai oyabun (boss): Rose through the ranks of a yakuza society. He was a mid-level lieutenant in now disbanded Yakuza group when the earthquakes of the 2020’s struck Japan. He accurately predicted the rising ASU and eventually CCD power and aligned himself early with pro-Custody politicians. During the earliest days of the Custody takeover, he lead a Yakuza war that split with the former group. He took over and has led the Korii-kai ever since.

Korii-Kiyohito: One of the Oyabun’s adopted sons. Orphaned and rescued from the country following tsunami.

Korii-Haruto: One of the Oyabun’s adopted sons. Orphaned and rescued from the country following tsunami. On the run from the Korii-kai who demand payment with his life as retribution for the destruction of a Tokyo city building.

Onoda Takeo: The current Privilege of DIV. Has unidentified ties with the Yakuza.

Ushijima Hara: Current Patron of DIV. Works closely with the Yakuza leaders to maintain peace and stability.

Ryker Petrović: A CCD spy with direct ties to Ascendancy’s intelligence. He has brokered deals with the Yakuza and American cartels for the purposes of reporting on their dealings back to the Custody.

Yun Kao: A liaison between Moscow police and organized crime rings, including the Yakuza.

Kōta: A procurer of illegal and exotic animals often purchased by members of the Yakuza.

Adrian Kane: A Moscow businessman whose legitimate businesses are often used for shipping, storage, and clean up by the Yakuza.
